Born in Limassol, Cyprus in 1971. Completed studies in the National Technical University of Athens and got a Diploma and Master’s degree in Naval Architecture and Marine Engineering.

Worked in the private sector as a Naval Architect (mainly with passenger ships), before joining the Maritime Administration of Cyprus. For ten years has served as Flag State Inspector, Port State Control Inspector, ISM auditor and Flag coordinator for ISM and Flag State Implementation. During the same period attended several IMO and EU meetings as part of the Cyprus Delegation. From July 2009 to January 2013 was posted as Counsellor for Maritime Affairs in the Permanent Representation of the Republic of Cyprus to the European Union and during the Cyprus Presidency, second half of 2012, chaired both the Shipping Working Party and Integrated Maritime Policy working groups of the Council. As from 16/01/2013, he holds the post of the Head of Unit for Environment and Capacity Building in the European Maritime Safety Agency (EMSA). The Unit provides technical assistance and support to the European Commission and Member States for the prevention of pollution by ships and matters related to Port State Control, organising training activities and developing technical solutions such as the THETIS MRV.

In a parallel activity he has published in 2018 a historical novel in Greek language.
